He was born on November 17, 1981, in Tucson, Arizona, USA, as Herbert Claiborne Pell IV.

Pell is the grandson of the late Claiborne Pell (November 22, 1918 – January 1, 2009), who was a US Senator from Rhode Island.

His parents are Eugenia Stillman Diehl Pell and Herbert C. Pell III.

In 2000, he graduated from The Thacher School. In 2005, Pell earned a bachelor’s degree in Social Studies from Harvard College.

In 2008, he earned his JD from Georgetown University Law Center. After law school, Pell joined the Coast Guard. Currently, Clay is a judge advocate and lieutenant commander in the US Coast Guard Reserve.

From 2011 to 2012, he was a White House Fellow. Pell also served as Director for Strategic Planning on the National Security Staff.

In 2013, he worked at the United States Department of Education for 6 months.

At the start of 2014, Pell announced that he would be a Democratic candidate in that year’s Rhode Island gubernatorial race.

He insisted that despite his youth, his experience in Washington and in the Coast Guard has prepared him to lead the state.

”Rhode Island, for my adult life, has been talking about the challenges that we face,” Pell said in an interview. He continued: ”But we haven’t been talking about how we connect ourselves to the global economy, how we seize the opportunities that face us today to move our people forward.”

On September 9, 2014, Pell did not win the Democratic primary — which was won by Gina Raimondo.

In 2020, Pell was the recipient of the prestigious Sloan Fellowship from Stanford University.

In January 2013, Clay Pell married Michelle Kwan, a figure skater who was a nine-time US champion and five-time world champion.

The two met in April 2011.

In 2014, the couple bought a four-bedroom, 100-year-old Palladian-style villa dubbed ”Casa Del Sol” for $1.5 million.

In 2017, Pell filed for divorce, citing irreconcilable differences. He said in a statement: ”It is with deep regret that I share that Michelle and my marriage is coming to an end.”

Later, Michelle took sole ownership of their house. In September 2018, Kwan sold their Rhode Island house for $3.99 million.
